It is indispensable for the development of global leadership to foster an extensive sense of values and world views based on comprehensive language ability that is not only limited to the mother tongue. To substantiate abundant language activities it is essential to improve our ability in the four language skills of “listening, speaking, reading, and writing.” The mission of this center, therefore, is to contribute to the advancement and further development of liberal arts and sciences education related to language and culture, through making recommendations for specific and feasible reforms of culture and language education, reflecting these reforms in student education in addition to promoting and practicing surveys and research on education methods in higher education institutions within and outside of Japan, and the way of culture and language education curriculum formation. Activities (1) Plan, develop, and manage “Foreign Language Subjects” and “Japanese Language Subjects” of liberal education and the curricula for older-year English education (2) Plan, develop, and manage “Japanese Language Education Programs” for international students throughout the entire university in cooperation with the Global Learning Center. (3) Improve the e-learning environment and develop content for learning communication skill development. (4) Based on research results on foreign language education, improve, develop, and practice foreign language education methods such as extensive reading, extensive listening, rapid reading, and Computer Assisted Language Learning (CALL) education. (5) Promote program development in order to improve the education capabilities of faculty members in charge of culture and language education in cooperation with the Center for Institutional Research and the Center for Professional Development. (6) Enhance the study abroad programs and the education programs of foreign languages and communication skills in cooperation with the Global Learning Center.
